HOME-American Rescue Plan

The North Carolina Housing Finance Agency received $65,590,727 million in HOME-ARP funds through the American Rescue Plan Act of 2021 to assist people experiencing homelessness, those at risk of becoming homeless and other vulnerable populations. These funds are intended to reduce homelessness and housing insecurity and may be used to develop rental housing and non-congregate shelter, provide supportive services or offer tenant based rental assistance. An additional $71.8 million HOME-ARP funds have been allocated to local participating jurisdictions in North Carolina who will determine their own use of funds.  

US Department of Housing and Urban Development (HUD), which oversees the HOME-ARP funds, requires all state and local recipients to submit a plan summarizing the intended use of the funds. A summary of the HOME-ARP Allocation Plan and the plan in full can be viewed in the links below. Public feedback on the intended use of funds was accepted during the public comment period from Friday, July 1, 2022, until Friday, July 15, 2022.   A virtual public hearing to present the plan was held on Thursday, July 14, 2022, from 2–3:30 p.m.  Comments received during the public comment period are posted below.

A Notice of Funding Availability for the HOME-ARP funds will be released after the HOME-ARP Allocation Plan has been approved by HUD. This page will be updated as more details on the HOME-ARP program become available.
