Financing is only available for acquisition, rehabilitation, and/or new construction of developments serving victims and survivors of human trafficking.
The housing must serve households with incomes less than 50% of area median income (AMI), with a preference for those at or below 30% AMI. Rent and utilities cannot exceed 30% of the gross household income.
SH-Safe Eligibility Requirements
Nonprofit organizations must have had their 501(c)3 designation for at least three years to apply and must be able to provide the most recent certified audit that is less than 12 months old. Organizations must be currently serving and have a minimum of three years’ experience providing supportive housing or providing supportive housing services for victims/survivors of human trafficking, domestic violence or sexual assault. Organizations which have not completed a successful affordable housing development project within the last seven years must work with a qualified consultant or partner with a more experienced nonprofit organization.
Proposed projects may receive interest-free construction to permanent mortgage loans of up to $2,000,000 or 85% of project cost, whichever is less.

How Do I Apply for Funding?
Prior to applying, the potential applicant should review the SH-Safe Program Guidelines. Then the potential applicant must submit the SH-Safe Project Description and Site Visit Request Form to request a pre-application meeting and site visit. If the proposed project includes rehabilitation, potential applicants must also submit the SHD Property Inspection Form.
All proposed sites and projects must be approved by NCHFA before a full application can be submitted. There are two parts to the full application:
- SH-Safe Application Part 1: A narrative, project description, and up to twenty-six exhibits, plus preliminary site plans.
- SH-Safe Application Part 2: A development budget, sources of funds, income/expenses and pro forma.
When is Funding Available?
While subject to change, we currently anticipate offering only one round of SH-Safe funding.
